Overview

Educational institutions and training providers play a key role in training and developing the workforce through delivering National/Caribbean Vocational Qualifications (N/CVQs). In this section you’ll see further details about Technical and Vocational Education and Training (TVET) and how institutions such as yours benefit.

What’s in it for your Institution?

TVET Council can help you train and further develop the workforce in a number of ways:

National/Caribbean Vocational Qualifications

National/Caribbean Vocational Qualifications (N/CVQs) are work-related, competence-based certifications awarded by the TVET Council. CVQs are the regional equivalent of NVQs.

Through your provision of N/CVQs, Barbados will benefit in several ways:

  • Facilitation of labour mobility and transferability of skills within CARICOM
  • Enhanced workforce competitiveness
  • Facilitating the drive for common standards similar to the International Organisation for Standardisation (IS0)
  • Making competence explicit and providing a clear basis for international comparison
  • Meeting information needs of employers about workforce competence

Occupational Standards

Occupational Standards are precise descriptions of what employees are expected to know and be able to do in their work roles and are designed to base training, qualifications and recognition of achievement on independent evidence of what people are able to do.

The Standards are set by Industry Lead Bodies (groups led by employers and practitioners with the relevant occupational expertise who know exactly what skills are needed to do each job well). Several benefits accrue to employers/businesses which adopt Occupational Standards in their businesses/organisations:

  • More relevant education and training provisions and qualifications
  • Improved flexibility and competitive advantages
  • Better “guarantee” of capability
  • Benchmark for use in customised training
  • Incentives to employees

Employment and Training Fund

The Employment and Training Fund (ETF) promotes and supports training and upgrading of skills for the labour force and is funded out of the Training Levy that is paid by all employers and employees. Its primary focus is to provide grants to encourage the private sector to expand and upgrade their training facilities. Benefits are two-fold:

  • The workforce receives training to upgrade its skills and businesses can become more competitive as a result
  • Companies can recover some or all of their contributions to the Training Levy, if they train staff according the conditions of the fund

Grants are not provided to individual employees and students. Furthermore, the ETF does not support training programmes involving university degrees and professional qualifications.
