Occupational Standards and Certification for the Tourism and Hospitality Sector - Part II -

The Hotel and Catering Training Company (HCTC) provided an excellent opportunity to look into the historic development and operation of the National Vocational Qualifications (NVQs) system currently in progress in the United Kingdom.
FINDINGS - In the mid 80s, there was a major review of the area of Vocational Education and Training as the current system was deemed to be inflexible, inadequate and there were also varying standards and qualifications.
- In 1986, following The Standards Initiative, the National Council for Vocational Qualifications (NCVQ) (renamed the Qualifications and Curriculum Authority) was created to oversee, standardize and unify the system for work-based vocational qualifications, levels 1-5 throughout all industries, i.e:
- Level 1- Foundation or Operative
- Level 2- Craft
- Level 3- Supervisory
- Level 4- Management
- Level 5- Senior Management
