Mr. Gibbons has been a member of the TVET Council since its establishment in 1993. He served as the Deputy Chairman from 1993until 2002, when he was appointed Chairman. Mr. Gibbons has over thirty years' experience in management training and management consulting. His areas of concentration are Organisational Development, Human Resources Management, Strategic Planning and Business Development. He has completed many multi-disciplinary projects for clients in both the public and private sectors in Barbados, the Caribbean Region, Canada and Africa.

Mr. Gibbons was a member of the Board of Directors of many national organisations and corporations including the Caribbean Broadcasting Corporation, the Barbados Advocate, the National Economic Council, the National Productivity Council and the National Scholarships Committee. He is currently the Executive Trustee and the Executive Director of the Barbados Institute of Management and Productivity (BIMAP).
